NOTE: CCW or WCHP AND HQL are NOT THE SAME!

WHAT IS A WEAR-AND-CARRY HANDGUN PERMIT?
In the State of Maryland, one must have a WCHP in order to carry a handgun on their person or travel in a vehicle with the handgun loaded and/or readily available to them for the defense of life. Both open (easily visible to others) and concealed carry are legal in Maryland for WCHP holders.

WHAT IS A MARYLAND HQL?
A Maryland Handgun Qualification License is a license issued by the Maryland State Police, which allows the licensee to purchase or receive a regulated handgun in the State of Maryland. HQL Course details can be found in the service’s “Course Details” section prior to booking.

WHO IS ELIGIBLE FOR A WCHP?
As of July 2022, applicants must only state their reason for the permit is for “personal protection” and are not required to provide any supporting documentation. You can read more about this HERE.

DO I HAVE TO GET AN HQL BEFORE I GET A WCHP/CCW?
No. The training requirements to obtain an HQL are met and surpassed during the WCHP training. Therefore, MSP will issue your HQL upon verification that you’ve completed a WCHP/CCW training course.

DO I HAVE TO OWN OR BRING MY OWN GUN IN ORDER TO COMPLETE THE WCHP COURSE?
No. We provide all the guns and equipment you will need to complete the course.

DO I HAVE TO HAVE PREVIOUS EXPERIENCE SHOOTING BEFORE I SIGN UP FOR THIS COURSE?
No. No previous experience is required.

DO I STILL NEED AN HQL IF I GET A WCHP?
A WCHP does not exempt you from needing an HQL to purchase or receive a regulated handgun.

IF I ALREADY HAVE A MARYLAND HQL, DO I STILL HAVE TO DO THE FULL WCHP COURSE TO RECEIVE THE CERTIFICATE?
Yes.

WHAT IS THE APPLICATION PROCESS LIKE?
Most states, including Maryland, require these three basic steps in order to be issued a permit:
1. Get training
2. Submit fingerprints for a background check
3. Complete the application
Note: You can complete steps 1 and 2, and receive instructions on how to complete step 3, which is the online application.

I HAVE BEEN FINGERPRINTED BEFORE, SO DO I NEED TO GET FINGERPRINTS AGAIN?
Yes. If you have yet to be explicitly fingerprinted for the MSP handgun licensing process, within the last 30 days, then you must submit new fingerprints.

DO I NEED TWO SETS OF FINGERPRINTS AT THE WCHP OR CCW CLASS?
No. WCHP fingerprinting will suffice, as long as you can wait until your WCHP is processed before you apply for your HQL.

DO I NEED TO OWN MY OWN HANDGUN IN ORDER TO TAKE A WCHP COURSE?
No. Handguns and all additional equipment needed for the course will be provided by instructors.

WHAT IS A MARYLAND 77R?
Whenever you wish to purchase, rent, or transfer a regulated firearm you must complete an MSP Application and Affidavit to Purchase a Regulated Firearm (MSP 77R) via the online MSP licensing portal. This is presented in conjunction with your MD HQL. HERE – Collector_Application_Affidavit

WHO IS EXEMPT FROM NEEDING THE HQL AND CCW TRAINING?
See the list of exemptions HERE. Note: It’s primarily current and former military or law enforcement.

DO I HAVE TO GET SEPARATE TRAINING FOR UTAH AND DC?
No. All of the training courses can be done in the same training session.

DOES MD GUN COLLEGE ISSUE ME MY HQL OR CARRY LICENSE/PERMIT?
MD GUN COLLEGE provides the training required for you to apply for the licenses in each state.

DO I HAVE TO BE A RESIDENT OF MARYLAND, D.C., OR UTAH IN ORDER TO RECEIVE A CARRY PERMIT IN THOSE STATES?
No. You can obtain a non-resident permit for each.

WHY WOULD I WANT A UTAH LICENSE IF I DON’T LIVE THERE OR VISIT THERE?
